What is "postal insurance" according to ebay?

A buyer (who'd already paid in full, shipping and all) just sent me $1.75 over paypal for "postal insurance." What in the world does that mean? What is "postal insurance" according to ebay?
If you didn't offer postal insurance as part of the deal they can't expect it just because they decided to send extra. I presume they want you to send the item "signed for" or recorded delivery so they have to sign to say its been received. This covers against loss/breakage up to a certain amount and they can make a claim against the postal service provider.

If they send this extra money via paypal you will have had to pay a fee out of it. Check how much it will actually cost to send the item "insured" delivery. If it is going to cost a fortune message the buyer and say they paid for standard delivery and should have sent a message before paying asking for a total to include insured delivery, that is normally what buyers do, they contact you and ask before paying so you just get charged one fee by paypal.

If the $1.75 doesn't cover it then tell the buyer you are sending it by standard delivery unless you want to refund the whole payment and start again so they just pay once.

I send all my packages standard delivery but i obtain a certificate of posting which proves you posted an item to the address stated.
