Yes , I have the misfortune of knowing this is true . You would think that with on-going rate increases we as citizen-consumers would be receiving a better postal service rather than institutionalized mediocrity .

Without tracking or a signature, how can you prove it either way?
It would mean that anyone willing to fill out a form could make money defrauding the postal service.
I might want a muffin and a cup of coffee, but have no money. I could go to the post office, give them a receipt from a package that I had mailed weeks ago, and get my money back. USPS would have no way to know as they do not track regular first class mail.
In short, that'd be a big can of worms.
