What I don't understand is when I tell them it's perishable what do they do?

You do not want to tell them the TV is perishable. Perishable items are things like food or flowers, which will spoil if they are not delivered on time. Instead, you want to tell the post office that the item is fragile. In other words, it is easily broken if it is tossed around too much.
Theoretically, if you mark an item as fragile, they will try to take better care of it during shipping. But you should definitely pay for insurance in case it breaks anyway.
Also, keep in mind that the postal service has limits on the size of packages that can be sent. The maximum is 130 inches combined length and "girth." Length is the longest dimension. For a TV, that's going to be the width of the package rather than it's height. Girth means the distance *around* the package at its thickest part. So it is not just width plus height.

A large TV might be too big to send through parcel post.

As to shipping the TV laying down, I think it depends on the particular TV. If you still have the original box, it will probably say something if there are any limitations on how it is stacked. The box might be labeled somthing like, "This End Only Up." Otherwise, it is mostly a question of how well you have the TV packaged.
